New York Times | Rod Norland | KABUL, Afghanistan — When it comes to expressing confidence in
Afghanistan’s future, many of the country’s diplomats seem to be voting
with their feet when their tours of duty end.
More than 60 percent of Afghan diplomats decide to remain abroad, a
trend that has been increasing steadily, according to Omar Samad, a
former ambassador to Paris. He went to the United States when he was
replaced in 2011, and he is now a senior fellow at the New America
Foundation.
